I seriously doubt that any FSDO will sign off on a 337 with the Falconar shoulder belt anchor attachment.  Those 5 rivets will not hold much in a emergence landing.  The forward stresses will likely shear them off.  Check out my 337 at the EOC website.  Quite a few people have installed it.

After reading many pages on shoulder harness installation it looks like the
one I was talking about can be used under the term given for  [MINOR
CHANGE ] as it does not require any changes of any kind to the A/C you just
remove a few rivets and reinstall new ones in the same holes. So any
authorized mechanic can make the entry in the log book as a minor change. I
am referring to the shoulder harness installation from Falconar in Canada.
This only pertains to A/C manufactured before 1978 the way I read it.

At the Ercoupe maintenance forum, on Friday at Sun-n-Fun,  the subject
of shoulder harnesses came up. A lot of ideas were passed around
especially those concerning what the FAA would approve. There is a good
web site with lots of interesting design criteria and the FAA's policy
statement on installing shoulder harness in older aircraft.  The web
