There is not enough information to answer your question.

 

Here's a hypothetical answer.

 

If the O200 was installed with a field approval and the aircraft was never
converted to a "D" to obtain the increased gross weight, then yes, it is LSA
eligible.

 

In order for the engine to be installed under the STC, without a field
approval, the airframe MUST be a "D".

 

If it's still a CD then it really doesn't matter what the elevator is set
at. Worst case is it's miss-rigged.

 

My guess is the aircraft's paper work is a mess and the answer depends on
how it is corrected.
