I agree, the full bar is better visually. since the issue is horizontal
space taken by horizontal menu, the menu could be collapsable to look like
the wild menus implementation.

This way the menu is in a stable position (top left) making it easiy to hit
whether collapsed or not.

 I think the idea of having vertical menu on fixed position
(top-left) is interesting.
 Although it takes one extra click to expand the first-level menu
comparing to horizontal menu,
 I think it can be configured to be expanded automatically if that
application get focused.
 So for menu (not menulet), we have three options floating now:
 1. Default GNUstep vertical menu.
 2. OSX-like horizontal menu.
 3. Vertical menu at fixed top-left position.

 Space for menulet can be decided after space for menu is settled.
