I think it was maybe Nicolas who suggested we have multiple  
shelves... maybe that's really the best way to go. One version would  
be a throw-stuff-at/minimize-to/double-click-title-bar-to-send-to the  
edge of the screen, somewhat like how the dock works now or how  
folder tabs worked in Classic. The second version would be full  
screen Dashboard-like overlay. I think both would work well, and  
serve different purposes.

The "Edge Shelf" would be per-project, and would be a place to put  
things you plan to use in the short term -- or things you need to  
refer to or use a lot within a specific project.

The "Overlay Shelf" would be global, and would be a place to put  
things you use consistently over the life of your system's usage. For  
example, I might treat it like Sticky notes, or I might store a  
Calculator there (something I access regularly, but not everyday).

I think both are good ideas, and we don't necessarily have to choose  
one or the other.
