Biggest determining Factors will be Store Size, Bandwidth, Server Horse Power, Disk array, and if you run into any odd things. I am on week 3 of a 5.5 to 2003 swing up grade. Got about 150 hours of PSS time on this one. I was guessing 8 hours of labor on this one for 200 users and a 12 gig priv. Blackberry added time to the Equation.
