Yeah, that's not an in-built possibility with server-side rules. It will
require some custom coding.

I can think of a couple ways to address it. The brute force mechanism (wake
up, scan all Inboxes) is fairly easy but would beat the crap out of a
heavily loaded server. An efficient solution would be a little tougher but
certainly doable.

Customer has a heap of  "scientists" who don't use IE, or a real mail client
(some even use Pine, Pegasus, etc. -IMAP) to connect to the Exchange 2007
server. They have an Edge server that makes spam with X-Spam-bla I want to
