I would think the more logical way for the thing to work (I know, computer programming and logic don't always exist in the same room at the same time) would be to assume that all tempo tool changes SHOULD be played unless somebody followed the indicated process about the non-printing expression which would then be set for playback options of DON'T play tempo tool changes.
I am glad to have followed this exchange because I hadn't known (or had forgotten about that setting) and am glad to be reminded of it.

Perhaps it's time for me to propose again that the Tempo Tool be replaced by a tool that displays a "tempo track" with a time line marked off in measures showing all tempo settings entered (as metronome markings) and would allow for entry of new tempo changes. It would also allow for ritard and accelerando entries with something like an arrow between two MM marks, all of which would play back correctly and eliminate the complicated ways Finale now handles tempo. It would look something like this:
Meas. 5 10 15 20 25 30 35 --------------------------------------------------------------------------------------------------------
Tempo q=60 h.=52 - - - - - - > h.=78 q=144
[q would be a quarter note, h would be a half, etc]. When you double-click a measure (or part of a measure, if you zoom in), you get a dialog box that lets you enter the MM mark. For ritard and accel. you show beginning and ending MM (similar to Jari's Tempo plug-in). Any settings you had made in the Playback Window or using Text Expresions would show up on the tempo track.
I'm sending this idea to Tech Support. Let me know what you think.
