Though I haven't experienced this problem for a while, I do recall that
Update Layout would *not* fix this. The only way I could get it to work was
to drag a staff down off the first page so it appeared on page 2 (global
option unchecked!), Update Layout, and then drag it back to where it was.
Something would occasionally 'stick' that Update Layout would not fix for
me. This sounds like Daniel's problem. Maybe dragging a staff down & back
will fix it.

Since we're on the layout question, does anybody get layout work done
easily with Finale? It always seems a massive trial-and-error effort.
Rubber-banding the staves doesn't move them fully where I want them (it
only moves them part way each time when I drag a distance), the group
selection of multiple staves turns off every time I drag a group's handles
(I have to select them all again), I have no idea how to choose staves to
move across different pages at once (I can only work on the leftmost page
in multiple page view; the rest are just visual dummies). If only it worked
like PageMaker, I'd be at ease with it -- but there's just so much guesswork.

Is there any foolproof order of just a few steps folks use to adjust
layout, steps that work every time?
