In my experience doing new music, the only way to go is hourly. I have done by page, by item, and by time -- with anything new, it's the time that matters most. For those who insist on per-item and per page, I have a scale that accommodates that time.

The last score that I did a few weeks ago was only 22 pages but took 87 hours for score and parts. That's more than two work-weeks of professional services, at an average two hours per score and part page. And that was just to get the score 'off the ground' in time for rehearsals.

The item count was relatively nothing -- about 9,400 in all. Unless you charge a high item price, you end up with little cash for working very hard in Finale.
