In theory, you are supposed to create the cues in the score in Layer 4, hide them with the staff style Blank Notation Layer 4, then delete the staff style from the parts so that the cues show up there. This is a little touchy, as you have to remember that anything you do in the score applies to the parts, but not vice-versa, and you have to know the list of things affected...
I suppose you know that you can have different staff styles in linked parts than are in the score? This is the key.
