That is the way fink has been for a very long time: selection choices
are always numbered 1...N, regardless of what one is selecting. It's
just a coincidence that in this case what one is selecting is
translated into a value 0...M, meaning the selection sets a value "one
less" in fink.conf.
Could the man page be changed accordingly, because that's very
confusing.

The manpage for fink.conf says:
Verbose: a number from 0 to 3
This option sets how much information Fink tells you about what it
is doing. The values are:
0 - Quiet (don't show download stats)
1 - Low (don't show tarballs being expanded)
2 - Medium (shows almost everything)
3 - High (shows everything)
The default value is 1.

That seems pretty explicit to me. Note that this is the manpage for
the fink.conf file, not for "fink's process of setting this value".
That latter topic is beyond the scope of this manpage.

During 'fink configure', the prompt is "How verbose should Fink be?"
and clearly describes each choice in plain terms, not "what value
would you like for the Verbose field?"
Yes, sorry, I meant that part: you have the choose between 1 and 4, but later when you issue a cat /sw/etc/fink.conf you see Verbose: 3 if you entered 4. That is what I mean confusing. Maybe in the message (or in the fink.conf file) it can be explained that the number entered is written as minus 1 in the fink.conf file.
