I don't think there would be a file telling X to look there, it is a more unix level thing that if it doesn't think you have a valid login shell (as listed in that file) then it will at best use the "default" which seems to be tcsh, and at worst, refuse to do anything at all. So you'll have to try it. I don't have /sw/bin/bash installed, so can't try it. But with /bin/bash as my shell, X definitely works just fine. I first encountered the importance of this file on solaris systems...
