Not all of them are standard:

For Jaybird I had to map Canada/East-Saskatchewan (id 65149) to America/Regina, Factory (id 65034) to GMT, ROC (64941) to Asia/Taipei. And it contains ambiguous time zone abbreviation codes, which can only be mapped if you know which one ICU means.

Nor is that a guarantee they are available on all platforms or programming languages.
