One other thing to do is use the <SHIFT>+<CTRL>+I to bring up the Information dialog box and see what voltage is being shown during transmit. This is not as accurate, but I will give you an indication of what might be happening.
I needed to adjust the output voltage on my Astron RS-35M up by about 0.5 volts and I still see a sage from 13.8 to 13.4 during transmit.
