On the topic of calculating downwash at the tail, and the effects thereof, rather than make a four dimensional table it might be better to think outside the box and consider alternative ways to do what you need. Modeling ground effect is one example of that. It's a function that is calculated outside any axis. If we can calculate downwash by itself as a *function* (not a table lookup) of thrust, qbar, and lift coefficient (for *example*), then that could be used later in calculating tail forces/moments.
