Hi Michael,

Back when I worked on the Scottish nation ruleset some time ago, I realized
that numerous cities and towns in Scotland have both Scots/English as well
as Gaelic names. So unless we want to go with the not-so-pretty solution of
including both (or all three) names in each entry, separated by a slash as
in the Belgian nation (which I don't think we want to), and unless we start
localizing city lists with gettext as discussed elsewhere, I see but one
viable solution:

Adding a separate "Scottish Gaelic" nation to the game.

Technically this is trivial matter, but we obviously need a set of leaders
and a set of cities as well as a flag.

Thoughts?
