I was surprised by Jordi's statement. It was some time ago, but I had to set
the LANG variable to get Freeciv in Catalan, and I have  Windows in Spanish
with a Catalan Language Interface Pack. Probably close to what Jordi has.

I also had a user contacting me because he couldn't do it, following the
instructions in the FAQ. I have since improved the Catalan FAQ.

The thing is that we are doing nothing special for Windows. We expect the
LANG variable to be set and that's it. This just works in Linux, but is
beyond the average user's capabilities in Windows.

I would like a language menu, with the non-installed languages grayed out.
