locales to install during installation) is a solution, providing there's an
easy (i.e. non-commandline, clickable) way of toggling the locales.
Installing ALL locales rarely makes sense, who is interested in playing
Freeciv in all available languages? Now there is an easy way to choose
particular languages without cluttering the disc with the data one will
never use (i.e. unneeded locales).

2) would probably mean localizing the installer as well, for the sake of
consistency. You choose the language at the beginning of the process and
then the next steps of installation should be in the language you've chose.
This is not a must, obviously, but it makes sense.

Actually, I like the idea of being able to choose the language from the
option menu (depending on the locales installed, obviously), so that the
player could change the language before the start of every game. I have
absolutely no idea about how complicated or trivial this is fromn the point
of view of the programmers, but I think this would also work. I could brush
up on my Spanish from time to time while having fun :)
