More so: MS-DOS 5 came on 3 *720K* 3.5" floppies.  Or 5 360K 5.25" 
floppies.  (DOS 6 still only took 3 disks because it switched to 1.44 MB 
media.)

MS/PC DOS 3.3, which had most of the important stuff for anyone with less 
than a 386, fit comfortably in 720K.  And if you had an XT with no hard 
drive, with 3.21 or earlier, you could fit everything but DEBUG that you 
might need on the startup disk.
