Hmm, however big the pulse is, it needs to be compared to the lifetime of the dam, and that could be in centuries.. So for one thing 1) the damage has been done, and 2) any decay of vegetation that grows and dies as the water goes up and down, will be matched to some extent by the CO2 conversion those plants do during their life.
