Take a gander at the Fuji A-series (A101, A20x) of cameras. Most are fixed focus, but they take great pics and are under $150. The thing to really think about is what features you want.

My current camera is an Olympus C-2100. It's "only" 2.1 MP, but it has a 10x optical zoom lens that comes in handy in my wildlife photography. I plan to get either a Fuji A101 or A202 sometime soon as a general purpose camera that I can carry in my bag at all times for those quick shots. By default, I've standardized on smart media. Compact Flash is "best" because that type of memory is more robust and comes in ridiculously large sizes (upwards of 1 GB; yes that's GB, not MB).
