Perhaps.

Does the drive show up at all in System Profiler?

If it doesn't, locate any kexts that Toast installed and eliminate them. Reboot then look in Profiler again... IOW, make sure this isn't a corrupted kext problem. By default OS X should be able to use almost any CD/DVD drive to *read* media.

...worth a try at least.

I've booted into OS 9 to see if maybe it was an OS problem.  Same result.

Do you have the appropriate drivers installed into OS 9 for this drive? OS 9 does not have the universal capability to read like X does.
