The general@ list is providing a ton of input and doing that refining and exploration of the detail. But the charter will, in the end, be voted upon by the PMC. I suspect what will happen is that a charter will get developed on general@ and then ratified by the PMC. The PMC may also forward a resolution to the Board to tweak their official charter. Note that, initially, discussion was occurring just on the PMC list. Once the discussion started-on/moved-to general@, then the pmc-private discussions ended.
