You started with exactly what was needed.

This bug. I thought it would be fixed by now. You need to 'USE="-mad" emerge 
arts' followed by normal emerging of kde. If you want arts with mad support, 
you'll have to emerge it again after kde is installed.

That's not a problem. It's stems from part of the sandboxing.
