You can generate a vorbis file at 820kbps if you wish. Thats why I ask if you actually want to lock vorbis down at 320 kbps or not. Yes, ogg is a pure VBR format, where you can lock the maximum and minimum bitrate to the same rate, and thereby get a CBR file. Or you can do an average encode and tell it "give me an average bitrate of 200 kbps" .
