mp3 has a maximum bitrate at 320 kbps, This means it can't contain a
higher bitdepth on areas.

vorbis doesn't have that hard limit.  You can generate a vorbis file at
820kbps if you wish.  Thats why I ask if you actually want to lock
vorbis down at 320 kbps or not.  Refer The Fine Manual  for the exact
alternatives of seeing what the -m and the -M flags will do for you.

Yes, ogg is a pure VBR format, where you can lock the maximum and
minimum bitrate to the same rate, and thereby get a CBR file.  Or you
can do an average encode and tell it "give me an average bitrate of 200
kbps" .  ( I suspect its really a median bitrate, but anyway )


Now what I said is that ogg doesn't do the joint-stereo/Stereo
separation of mp3, but keeps that part simple, by always separating
stereo unless told to downsample into mono.
