Actually I didn't have to search. It's a tool someone in my team (laboratory TIMA, Grenoble, France) had to use for works about dynamic partial reconfiguration and partial bitstream relocation. Other tools were involved but right now I don't remember which ones. It's also my opinion that there exist more tools than we are aware of... too bad.
