Has the Open Publication Licence been considered? Draft 0.4 is currently up at 
http://www.opencontent.org/openpub/

It seems to me that the Mutopia project is about  publishing free (in the GNU GPL 
sense) music, and the OPL appears to be made to measure for this kind of thing.
