Please be careful about the right wording regarding the quotation of music. A small amount of people makes their livings from `Tantiemen'. We should take some care about the rules for quotation, but not for that reason. The goal of the license is to set up the ground rules for a community in which music is free. The people you are talking about would not want to participate in a free music community, so there is no reason to consider them very much when setting up the community. They won't use the free music license anyway, so its terms won't affect them. A free music license cannot cater to those who want to restrict music for their profit, any more than the GNU GPL caters to those who want to restrict software for their profit. The issue at stake in the rules for quotation is simply this: how big a quotation should require giving explicit credit?
