I don't think so. You require a user to log in to your web server. And you say "wifi" -- do you really mean "wifi"? That is, it's only going to be available to users on your wireless router, not outside? That introduces two contraventions of the necessity for the map to be "publicly accessible". If your iPhone webserver is available over GPRS (or similar) and can be accessed from anywhere, presumably by IP address, then it becomes a question of how logins are available. Logins need to be easily obtainable for free. The issue of paid/free apps is not the same. You can charge for an app which then makes no further charge to display maps. What you are charging for is your expertise in writing the app; and a paid version might have more functionality than the free version.
