Spain is EU. Assuming a united EU military or at least some all EU-units
for special types of operation like space stuff, spaniards can come on an
EU ticket. And it is not so uncommon that proportionally more soldiers
come from poorer parts of a country/nation/state.

They'd be the spear carriers and not the officers, however.

EU people (in that case a Spaniard) can be put in for idustrial support
for the space programm (even if there is  more industry in Germany,
France,  Skandinavia, GB or wherever then in Spain)

If you can still make money from oil, Arabic countries might simply buy
their representants in.

If that were the case, then the navy wouldn't be as good as it was in the book.
