Then perhaps apply some sort of cosmic drag coefficient, with, say a warp multiplier of


1/(100 - AU from sun)    with a minimum of x1

to the thrust ratio while in the solar system. At this point it's not pretty, but it could work as an approximation.

Similar factors could be applied to planets*. At 100AU from the sun, you get full speed. At 1 AU, it's 1/100 optimal.



* Mathephiles could figure out some square root function for generic gravity that could apply to all bodies.

Otherwise taking a nod from Traveller, apply something similar to the 100 Diameter rule.
