I also notice it in treeviews. It is also apparent in Outlook Express.

Another thing that I am noticing while arrowing down quickly through a
list view is that WE will not interrupt the announcing of each item right
away. So I can be pressing down arrow pretty fast and maybe have pressed
it two or three times and it is still saying the item on which I was
focused previously. It seems to take a few milliseconds to interrupt.
This is with the new beta and built-in Eloquence.
