First, all thanks to David Belvins. I had been able to set the
"patch available" field in the default navigator, but it never
occurred to me (and JIRA never bothered to tell me) that the field
had to be turned on somewhere else. (Why JIRA doesn't have a field
for "attachment" is utterly beyond me....)
Anyway, it all works now.
I've added the permission to that reporters can edit their own
issues, and therefore if everyone that owns a jira could go in and
set the "patch available" flag as appropriate, we'll be in good shape

I thought it would be a status category [*], but a separate flag is
better I think. It allows anyone, not just committers, to set this
state for their JIRAs.

[*] When I used issue finder and didn't specify a project, it showed
all possible status conditions for all apache JIRAs in the choice
menu. I saw "Patch Available" there. Several projects use it. So I
thought you're going to enable this status state.
I did
Strange thing is that when I *do* select Harmony project and click a
link in the box to show the specific custom fields project, then Status
menu doesn't have "Patch Available" item, instead there is a "Patch
Available" checkbox at the bottom of the search queries page. That's why
I thought it is some custom thing made only for Harmony project. Maybe
it is just a weirdness of JIRA interface.
