I think, they should not be tagged with PA flag. Particularly I'm concerned
about Harmony-957 which has "patch available" but this patch is not ready to
be committed now.

IMHO, "Patch Available" is something like "whant the JIRA solved? go
pick the patch and apply! (if the patch is up-to-date:)"


Why do you need a flag then? The summary and description better defines your
attitude to the issue then availability of the patch. I think it's a sign
that the patch is ready to be committed. But I can have a lot more guesses
what it means. :) Geir, could you please clarify?
