I think that "patch believed to be ready to be committed" is fine.

Seriously, lets not over-think this for now, and see how it works out. I'm assuming that when someone lights the flag, they believe that the patch is ready for discussion. It's so useful simply to distinguish between issues that are reporting bugs, and issues that are "in play" with patch, even if patch isn't ready, it's nice to be able to find them to join the discussion

available" field in the default navigator, but it never occurred to me

I've added the permission to that reporters can edit their own issues,
