Because most of the people claiming ports are better than apt/dpkg are
talking about OpenBSD's ports, not FreeBSD's.

FreeBSD has long suffered from a lack of focus and clarity, and it
shows. Not quite as unfocused as Linux has traditionally been, but
they've been inching ever so slowly that way.
