Hm that's unfortunate.

Considering the following eligibility criterion from ESA SOCIS page:

  The institution must be based in a state that is contibuting to the
  ESA basic Technology Research Programme, that is including at least
  all ESA member states and some other states that have an agreement
  with ESA.

shouldn't Croatian citizens be eligible by virtue of being tax payers to
the Croatian budget, which in turn contributes to the European Union
budget, which in turn contributes to the ESA budget? In other words,
both you and Croatia are indirectly contributing to ESA.
