Not really my area of expertise, but I believe that the translations for
Texinfo TeX are files like
 doc/txi-*.tex
There is a doc/txi-pt.tex file, but no doc/txi-pt_BR.tex.  In
txi-pt.tex, there is:
\gdef\putwordsection{se\,c\~ao}
\gdef\putwordSection{Se\,c\~ao}

So this may be the reason why.  I guess that the best fix would be to
correct doc/txi-pt.tex and add a doc/txi-pt_BR.tex file.
