I made a thread about this a few weeks ago, you need to investigate 
vgui_video.cpp and Vguiscreens.cpp. ibik.h would be a good starting point 
too. Although getting the video playing is easy, getting it on a surface 
proved very difficult for me. When I get it working, I will post the code on 
the developer wiki.
