It also happens when your connecting is timing out.. and it recovers OR you reconnect..
you will see those effects or even checkerbox textures. I didn't have it from alt-tabbing yet though.. the only problem I get is loss of FPS when I alt-tab a lot. TF2 is the only game which shows the errors which where posted by the OP.. I haven't seen any other source MOD do this.
