Sadly, the US Department of Justice would probably not allow this. They look very much askance at dominant vendors getting together to talk about terms of sale. Yeah, I know, it seems like all of the customers would benefit, but it would be considered "restraint of trade." It would make life difficult for a new entrant into the market who had a new and potentially competitive way of licensing software.
