Kirk This reminds me that nearly the whole discussion so far has been about use of the 3270 display devices where SNA protocols have extended from the application to the device itself or, more likely today, an emulator.
In the case where the BIND is not visible to the 3270 device or its controller, assumptions may have to be made. There is no problem for the case where the penultimate byte is X'03' since the communication of values happens within an exchange of messages. In all other cases, the application has to be told, typically by means of the BIND, what presentation space dimensions will be initialized by means of the "Erase Write" and "Erase Write Alternate" commands. The default presentation space dimensions are 24 rows and 80 columns. The alternate presentation space dimensions are whatever the device maxima are. There is here no role for the value X'7E' in the penultimate byte - except in the trivial case where the alternate presentation space dimensions are also 24 rows and 80 columns, that is, a "Model 2" device. A BTAM program just has to be customized appropriately.
