I think there might be some confusion as to terminology.

CPACF is a hardware engine built into the CEC.
Crypto Express cards are hardware engines purchased to be plugged into the box.

ICSF can use CPACF (which still counts against general CP but is much more 
efficient than software crypto), Crypto Express, or our own software 
implementation (for things not implemented in HW or when HW support is not 
available).

ICSF generally prefers Crypto Express for RSA and CPACF for AES, DES, ECC, 
hashing.
