The cow-orker of Chuckie is already done:

DISABLE CMD SHUTDOWN
DEFINE CMD YESWEDO ENA EP HCPSHUTD PRIV A

untested ;-)   This reminds be of the experienced operator trying to
trick his new colleague into doing something stupid, by
  tell oper2 type #cp shutdown if you dare!!
He was ROTFLA for a few minutes until he realized what happened...
