The z/VM manual "I/O Configuration" contains a lot of information about HCD and dynamic I/O. I believe the z/OS crew can create and maintain an IODF for the VM CEC and export it. You then import it into HCD on VM and it will hold the new IODF and the old one up to the light, looking for the delta. It will issue dynamic I/O commands to enable those changes.
