If you are trying to have the z/OS group maintain the IODF/IOCDS and write it out to be then dynamically activated from z/VM the problem will be that the tokens generated by z/OS and z/VM are different. You can write the IOCDS remotely but z/VM will not activate an IODF/IOCDS generated from z/OS as far as I know.
I've been able to avoid this problem as none of my boxes that have z/VM without z/OS.
