Mailing lists are on higher ground, since they are not introducing the new mechanism. ADSP is dealing with an issue significantly impacting less than one percent of email domains. Mailing lists, on the other hand, serve a much higher percentage. Domains wanting to make restrictive ADSP assertions while using third-party services, should enumerate which are to be excluded. This enumeration helps prevent breakage without needing to elicit cooperation from non-participants. This enumeration is possible within a single transaction that only occurs with the infrequent corner cases. The goal of reducing the success of phishing is far better met when not requiring targeted domains to use more domains or sub-domains as their only means to isolate policy.
