That's not fair on a number of users actually. You will find a large number of people only file bugs when there's a compelling reason for them to continue using a (sub-)system and the bug-fix is something they can't live without, or if they're committed to the bug-fix process. If you find, e.g., a movie player that has a bug when playing some movie format you just switch to a different movie player. What's important to you is immediate resolution of a problem and you'd rather be watching the movie than filing bugs and waiting for the response and eventual bug-fix. If the kernel starts screwing up file systems, on the other hand, you may be more amenable to filing a bug, since you can't switch to another OS as easily. So the current issue, trying to install some distribution on a user's system and it not working, is one of those places where you would rather switch distributions than wait around for reporting bugs. And even if you're willing to file a report later, you may find that the environment needed to replicate the bug is not available any more. In an ideal world I agree we must all file bug reports as rigorously as possible. However, in real life other considerations tend to take precedence and the report just becomes a ``Will do when I have some time'' item somewhere low down in the list.
