You can't simply open or view a photo file. You must import it into a Library first, which is unnecessary in Photoshop or most other photo editiing software. Photoshop does include a separate browser that shows thumbnails of entire folders full of photos, regardless of where they are stored on the drive. Even has a navigation pane on the side so you can easily work your way to the folder you want. Perhaps there is a similar photo viewer available through versiontracker.com .
