Tools like GraphicConverter will let you browse whole directory trees, without screwing up your filing system.

While Finder is fairly useless for such browsing, there is a half-way measure you can use. Use a tool like GC to create the thumbnails and set the icons. THEN, in the Finder, set it to view large icons.
